XTransit Business Solutions

Established in 2010, XTransit Solutions is led by Owner and Senior Consultant Tina Baldwin. The firm provides specialized support to the Non-Emergency Medical Transportation (NEMT) and paratransit industries, including RFP bid sourcing, proposal development, business development strategy, employer resources, and comprehensive driver and management training. Through XTransit Solutions, organizations gain the expertise, tools, and guidance needed to operate safely, competitively, and in full compliance with industry standards.

USAF Veteran and Industrial Engineering Specialist

Tina began her professional path in the United States Air Force, serving 10 years on active duty, followed by two years in the Air National Guard. As an Industrial Engineering Specialist, she led research and mission-critical studies to optimize the use of personnel, equipment, time, and resources across military operations. Her work supported large-scale process improvement and resource optimization initiatives that strengthened operational readiness.

Medicaid and Medicare Administration

With more than 15 years of experience in state public healthcare programs, Tina served as Director of Medicaid for two major managed care organizations—AMERIGROUP and Coventry Healthcare of Delaware. She oversaw marketing, outreach, and business development teams focused on member education, recruitment, and retention, helping thousands of individuals access the care they needed.

Non-Emergency Medical Transportation (NEMT) Management

In 2007, Tina transitioned into the Non-Emergency Medical Transportation (NEMT) sector as Senior Manager of Education, Training, and Outreach for MTM’s District of Columbia program. She was responsible for training nearly 350 drivers across more than 80 contracted transportation providers, elevating safety, compliance, and customer service standards across the network.

NEMT Chief Operating Officer

From 2010 to 2014, Tina served as Chief Operating Officer at Battle’s Transportation. She was the General Manager for MetroAccess, Medicaid, Department of Veterans Affairs, and private-pay contracts—leading more than 100 drivers who completed more than 1,600 passenger trips daily across wheelchair, ambulatory, and stretcher transport. Her oversight covered operations, administration, safety, maintenance, and customer satisfaction.

Senior Proposal Writer and Training Consultant

In 2014, Tina joined Total Contract Solutions as a Senior Consultant, providing NEMT subject matter expertise, developing competitive proposals, evaluating complex RFPs, and delivering technical training. Her work supported transportation and transit agencies nationwide.

NEMT Proposal Consultant

Tina also served as a proposal and business development consultant for Southeastrans, a regional NEMT broker, strengthening their strategic positioning and proposal capabilities.

Proposal Manager, National NEMT Broker

Beginning in 2015, Tina became a Proposal Manager for LogistiCare (now Modivcare), contributing to national business development efforts, client support, and operational strategy through 2018. Her writing, analysis, and project leadership helped secure and sustain major statewide transportation programs.
